Gauteng has handed 529 operating licences to public transport operators across its five regions, but the announcement does not say how many applications remain in the backlog or when every outstanding case will be decided.

The handovers took place over two days at the Gauteng Department of Roads and Transport head office and its Tshwane regional offices in Koedoespoort. The licences went to compliant minibus-taxi and other public-transport operators.

If an application is still outstanding

The department’s practical instruction is to engage it directly to verify the application status. Operators who are not yet legally authorised are also encouraged to visit the department’s offices to apply or regularise their position.

A handover programme is not the same as automatic approval. Applicants still need to meet the regulatory requirements and hold valid operating documentation. The announcement does not establish that an operator may begin or continue carrying passengers while waiting.

The useful measure is what happens next

For operators, the value of the programme will depend on predictable case tracking and decision times, not only the number handed over at an event. Publishing the outstanding backlog, ageing of applications and weekly handover results would make it easier to judge whether the queue is actually shrinking.

For passengers, an operating licence is one part of regulatory compliance. It should not be read as a guarantee about the condition of a particular vehicle or the conduct of a specific service.

Limits

The department did not publish the two event dates, the number of licences issued in each region, the total backlog or the next scheduled handover. This article does not estimate those figures.
